I've seen this over time for sure.
The surpise has been in who rose to the top and who didn't, often I have put my chips on the wrong number.

In my context it is in leadership development. Those I thought would rise to the challenge didn't and many that I thought wouldn't did. It's the whole Samuel choosing a king syndrome (1 Samuel 16:5-13). I now know more of the why behind Jesus' whole night of prayer before choosing the 12. Prayer is more central to choice of leaders than outward signs alone. many time God chooses those who the world wouldn't. It throws the whole business model on it's head. God's ways are not ours most of the time. I've learned this the hard way. Wisdom from below seems wise but the wisdom from above doesn't always operate in logical conclusions or assumptions.
